Inspiring Chiapas Government Plans for Sustainable Rural Towns

So I cannot read spanish but apparently this article in La Jornada discusses the Chiapas, Mexico government taking into consideration, when planning sustainable rural towns, how different styles of agriculture in the region handle intense weather events that produce things like mudslides. While nowhere in the article is there a reference, everyone involved seems to have read a paper I helped a few colleagues write that was in the journal Agriculture, Ecosystems and Environment: "A multi-scale assessment of huricane impacts on agricultural landscapes based on land use and topographic features".
